Africa holds some of the world’s most significant reserves of oil, gas, minerals, and renewable energy potential. Yet too many of its people remain without reliable energy access, and too much resource wealth flows outward rather than inward.

This is not simply a failure of economics or politics. At its root, it is a failure of law.

Weak regulatory frameworks have allowed resources to be extracted without adequate benefit to host nations. Poorly designed contracts have locked governments into arrangements that serve investors far better than citizens. And the absence of clear legal structures has frustrated the clean energy investment Africa’s future demands.
